Subject: Expanding Access to Natural Gas
 
In the near future, I plan to introduce legislation allowing a natural gas distribution company to recover the cost of constructing new facilities used for the expansion of natural gas service to unserved or underserved areas in Pennsylvania through a Distribution System Improvement Charge (DSIC). Under current law, a DSIC can only be used by a utility to recover the cost to repair, improve or replace existing distribution infrastructure.

By expanding the use of the DSIC to include new construction of natural gas distribution infrastructure into unserved or underserved areas, more residents can realize the economic benefits of using natural gas as their home's main heating source.
