MEMORANDUM

Subject: Act 48 Professional Education Compliance Deadline Extension

I am preparing to introduce legislation that will extend for one year the continuing professional education compliance deadlines for public school entities and public school teachers and administrators.

The School Code imposes certain continuing professional education requirements on public school entities and their professional staff members. Public school teachers and administrators are required to complete 180 hours of continuing professional education every five years or face inactive certification. In many cases, an educator’s employer pays for some or all of the costs of the required continuing professional education. Further, public schools are required to submit to the Department of Education (PDE) for approval detailed three-year professional education plans, which set forth the manner in which the public school will ensure the continuing professional education of its staff.

My legislation will extend for one year the School Code’s continuing professional education deadlines for public school entities, teachers and administrators. Public schools will have one additional year in which to submit updated professional education plans to PDE. Further, teachers and administrators will have their current continuing professional development compliance deadlines extended for one additional year.

Our public schools have experienced significant financial strain due to this year’s budget impasse. By easing the continuing professional education compliance deadlines, my legislation will help to relieve the financial burden on public schools during this challenging fiscal climate.

I would greatly appreciate your co-sponsorship of this legislation. Thank you for your consideration.
