MEMORANDUM

Posted: May 15, 2015 09:04 AM
From: Representative Aaron D. Kaufer
To: All House members
Subject: Residency Requirements for Public Assistance

In the near future, I will be introducing legislation which will seek to improve the Department of Human Services application process with respect to the residency of individuals seeking public assistance in the Commonwealth.

After conversations with the Auditor General’s office, it is my understanding that he intends to release his findings that individuals who apply for assistance in Pennsylvania are also continuing to receive assistance in other states, including states contiguous to the Commonwealth. As the intention of public assistance is to help those Pennsylvanians in need, it is of fundamental importance that we ensure Pennsylvania tax dollars are being used to help those who reside in and intend to remain residing in Pennsylvania.

My legislation will require the Department of Human Services to notify other states which were previously providing assistance to an individual or family once an application is made and approved here in the Commonwealth. While we cannot assure that other states will act on this information, this is the first step in notifying the other states of the individuals change in residency and hopefully receiving similar information once a former resident has left the Commonwealth.

Please join me in cosponsoring this legislation. Thank you for your consideration.
