Subject: Allows Dentists to Obtain a Restricted Faculty License
 
In the near future I plan on introducing legislation to amend the Dental Law (Act 76 of 1993) to allow licensed dentists from other states and countries to attend continuing education courses taught in dental schools located in the Commonwealth. My legislation would also allow licensed dentists from other countries to become licensed as faculty members at Pennsylvania dental schools.

The three dental schools located in Pennsylvania—University of Pittsburgh, University of Pennsylvania, and Temple University would like to open their clinical continuing education courses to dentists from other states and countries, but the Dental Law currently prevents that. The Dental Law requires an individual to have a Pennsylvania dentist’s license in order to practice dentistry in the Commonwealth. While the law currently provides an exemption for students pursuing a degree or graduate training in dental schools, it does not provide a similar exemption for licensed dentists from other states and countries who want to attend continuing education courses.

A similar problem exists with dental school faculty. The dental schools in Pennsylvania try to recruit the most distinguished faculty possible. The current law allows dentists who are licensed in other states to become dental school faculty without obtaining a Pennsylvania dentist’s license, but it does not allow licensed dentists from other countries to do so. This has hampered the dental schools’ ability to attract and retain the most qualified dental faculty available.

My legislation addresses both of these issues and is supported by the dental schools and the Pennsylvania Dental Association.
