Subject: Water Well Insurance Fund
 
In the near future, I plan to introduce legislation which will establish a free-standing act known as the Water Well Insurance Act in Pennsylvania. This legislation, which mirrors Pennsylvania’s successful Anthracite and Bituminous Coal Mine Subsidence Fund, would establish an insurance fund, a governing board, and procurement of insurance, inspections, and implementation by the Pennsylvania Department of Environmental Protection (DEP).

Pennsylvania has addressed standards for safe and reliable drinking water through legislation such as the PA Safe Drinking Water Act of 1984. It is my belief that all Pennsylvanians have the right to safe drinking water, and the establishment of a state-administered insurance program will protect the thousands of homeowners and businesses that rely on well water and have no other means or service provided to them.

According to DEP, between 13,000 and 15,000 new residential water wells are drilled each year in Pennsylvania. Financially the costs of well construction, maintenance and treatment can reach well beyond reasonable means for the average household. I believe that my legislation will send a clear statement to the thousands of water well households and businesses in Pennsylvania: you have a right to safe and reliable water as well.
