| Subject: | Exempt Newer Vehicles from Emissions Testing (Former HB 1333) |
| In the near future, I plan to re-introduce legislation, former House Bill 1333, which amends Chapter 47 (Inspection of Vehicles) of Title 75 (Vehicles) of the Pennsylvania Consolidated States to provide exemptions for newer and alternative fuel vehicles. In 2006, Pennsylvania’s Environmental Quality Board adopted the California emissions standards for automobiles beginning in Model Year 2008. That same year, the Environmental Protection Agency promulgated rules requiring vehicle manufacturers to provide emission control warranties for major emission control components for the first eight years or 80,000 miles. The intent of this rule was to protect consumers from the cost of repairs for certain emissions-related failures by making manufacturers for the performance of their products. Unfortunately, Pennsylvania continues to require costly annual tests for many new, environmentally friendly vehicles that are covered by manufacturer warranties. My legislation will exempt all vehicles less than 11 years old from requirements of emissions testing, but will require a visual anti-tampering inspection of emissions control components. It will also provide an exemption for electric, hybrid-electric, and compressed natural gas vehicles from the requirements of Pennsylvania’s emissions testing program. Please join me in co-sponsoring this commonsense legislation that will ease this unnecessary financial burden on Pennsylvania drivers. |
