Subject:	Temporary Placards, Prior HB 254

In the near future, I will be re-introducing legislation to help the members of this General Assembly better serve their constituents who are forced to deal with a temporary disability. My legislation will amend the Vehicle Code to establish a temporary emergency disability placard that will be valid for 30 days and will not be renewable. These placards will be made available in the offices of any Representative of this General Assembly. Under the current law, people seeking a temporary disability placard must get a form signed by their physician and file an application with PennDOT. Until this request is processed by PennDOT and the placard is issued, the applicant cannot legally park in handicap parking areas. Unfortunately, this process can take up to several weeks to complete. My legislation will help close that gap in time by making temporary emergency disability placards available that can be used for up to 30 days, or until the request is processed by PennDOT. Your constituent will still be required to file the necessary application with PennDOT, which includes medical authorization, and must verify this by providing a copy of the filed request. They will also be required to produce this document on demand as long as the temporary emergency disability placard is in use.
