Subject: Cosponsors: Web-based transportation networks such as UberX, Lyft and innovative taxi fleets
 
Dear Colleagues:

Technology’s relentless transformation of everyday aspects of life can outpace statutes and regulations authored well before the new ways were even imagined.

Various web-enabled approaches to dispatching and providing point-to-point transportation have arrived in many parts of our Commonwealth but our statutes have not moved forward. Last session, I introduced legislation to establish a framework for the new era. That legislation served as a terrific magnet for points of view and revelations of complicated issues associated with this seemingly simple subject. Also in the meantime, the PUC has crafted orders permitting temporary operations by Uber, Lyft and Pittsburgh’s Yellow Cab. The frank and vigorous discussions of the past year have led to a point where, I believe, most of the difficult issues are largely resolved.

I will be introducing legislation for a durable statutory structure for these innovative transportation networks so that our neighbors arrange rides and be protected by standards for insurance, licenses and so forth.
