MEMORANDUM

Posted: January 14, 2015 10:44 AM
From: Representative Brian L. Ellis
To: All House members
Subject: Cosponsorship-Youth Sports Officials

In the near future, I intend to reintroduce legislation which would allow minors to be gainfully employed as youth sports officials. Specifically, the bill would amend the state Child Labor Act to permit individuals 12-and-over to enforce the rules and supervise the participants of a youth sporting event.

It is important to note that current law prohibits the employment of minors under 14-years of age, with two notable exceptions:
  • Minors can be employed as golf caddies if they are at least 12 (and may only carry one bag for 18 holes); and
  • Minors may be employed in the delivery of newspapers if they are at least 11 (with the limitation that they cannot work before 5 a.m. or past 8 p.m.)
I believe that this legislation will provide local youth sports leagues greater flexibility in the administration of their games, but more importantly, it will provide young Pennsylvanians a wonderful first experience with leadership, authority and responsibility as well as the satisfaction and fulfillment that comes with entering the workforce at a young age.
