| Subject: | Legislation Establishing Uniform Ridesharing Standards |
| In the near future, I plan to re-introduce HB2446 which would to guide the Public Utility Commission (PUC) in regulating new and innovative Transportation Service Networks such as Uber and Lyft in the Commonwealth. Transportation Network Services (TNS), also known as “ridesharing” connects passengers seeking transportation with drivers using their own personal vehicles. Generally, arrangements for transportation are made via a smartphone application. Payment for ridesharing services are also made through a smartphone application. No cash is exchanged in connection with ridesharing services. In light of the fact that the PUC has issued multiple conflicting orders and opinions on Uber and Lyft, I believe it is time for the legislature to get involved. My legislation will provide additional guidance to the PUC. Not only will the bill provide for proper permitting, but it will focus on tightening up insurance requirements (contained in the PUC order) to protect drivers and passengers in these vehicles. Most importantly, my legislation requires that ridesharing companies provide primary commercial insurance coverage and that the driver notify his personal auto insurer that he is a TNS driver. Finally, the bill will ensure that all TNS companies conduct driver-training and safety programs, as well as obtain a criminal history and driving history report for each TNS driver. TNS’s provide a much needed service, especially in western Pennsylvania. However, we need to make sure it is done in way that is safe for both their drivers and passengers. My legislation moves the Commonwealth in this direction. Please join me in sponsoring this important and timely legislation. |
