House of Representatives
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: December 10, 2014 02:52 PM
From: Representative Mark M. Gillen
To: All House members
Subject: Cosponsorship - Veterans Preference - Civil Service Act Reform (Prev. HB 490)

In the near future, I plan to re-introduce legislation, formerly House Bill 490, which will amend Act 286 of 1941, known as the Civil Service Act.

Specifically, my proposal will amend Section 206 of the act requiring that the Executive Director of the Civil Service Commission provide notification that veterans’ preference is the law in the Commonwealth of Pennsylvania.

Current law, Act 286 of 1941 and Chapter 71 of Title 51 provides for Veterans’ Preference. In addition, current law provides that an additional 10 points shall be added to the final examination score of a qualified applicant.

Under my proposal, notification shall be provided on the Civil Service Commission’s website, on all Civil Service Commission announcements, advertisements, and on all exam materials. Furthermore, my proposal will require that the notification indicate that existing state law requires an additional ten points be added to the veteran’s final exam score to determine his or her standing on all certified eligibility lists.

Veterans’ preference law is intended to aid those men and women who courageously served our nation and to convey the clear message that the Commonwealth of Pennsylvania will always support those who have honorably served this country.

Please join me in sending a clear message to all appointing authorities in Pennsylvania that Veterans’ Preference is the law in this Commonwealth. Last session, this legislation passed the House unanimously.
