Subject: Streamlining the Eligibility and Renewal Process for the Children's Health Insurance Program
 
In the near future, I intend to introduce legislation to amend the Insurance Company Law, which established the Children’s Health Insurance Program (CHIP), to streamline the eligibility, enrollment and renewal process to cover more children in CHIP.

My legislation seeks to reduce the barriers of enrollment and increase retention of children that are eligible for CHIP in Pennsylvania. There are three measures by which this can be achieved: implementing continuous eligibility, express lane eligibility and administrative renewal procedures. Continuous eligibility would assure continuous coverage for 12 months to all children who are found eligible for CHIP. Express lane eligibility would use information obtained for an eligibility determination from another federal or state related program to be used for an eligibility determination for CHIP coverage. Administrative renewal procedures would allow the Commonwealth to use existing data to re-determine eligibility and send a preprinted form populated with eligibility information to the child’s parent or other representative and require a returned signed copy to confirm the information and continued desire to continue coverage of the child.

I believe that by streamlining the eligibility, enrollment and renewal process for CHIP, more children in Pennsylvania would have greater access to the quality health care that they need and deserve.
