MEMORANDUM

Posted: March 14, 2014 02:47 PM
From: Representative Kate Harper
To: All House members
Subject: Barring Strikes by SEPTA Employees

Colleagues,

In the near future, I will be re-introducing legislation to amend the Public Employe Relations Act (Act 195 of 1970) to treat SEPTA workers in the same manner that prison guards and court employees are treated with respect to collective bargaining disputes.

SEPTA’s biggest labor contract will soon expire, and there has been rumored talk of a strike by Philadelphia bus drivers, maintenance workers, and subways and trolley operators. There have been negotiations between SEPTA and union representatives from Transport Workers Union Local 234, which covers about 4,700 SEPTA employees in the city. In the past, SEPTA employees went on strike without warning, leaving many people stranded, unable to get home or get to work or school. Public transportation is an essential service that so many people rely on and the choice of timing was unacceptable for those people who depend on it.

I hope that you will join me by co-sponsoring this legislation. If you have any questions or concerns, please contact Kaitlyn Falzone at kfalzone@pahousegop.com or by phone at
