In the very near future, I will be introducing a resolution urging Russian President Vladimir Putin to repeal the Russian-United States adaptation ban. The official name of the Russian-United States adaptation ban is Federal Law no. 272-FZ and it was signed into law on December 28, 2012. This law is also informally known Dima Yakovlev Bill, Dima Yakovlev Act, or anti-Magnitsky law. The bill invalidates an agreement between the United States and Russia which set up safeguards to protect children and agencies involved in inter-country adaptations. The United States’ families have adopted 45,861 children from Russia between 1999 and 2012. Hundreds of American families and Russian children are being affected everyday by this adoption ban. I ask for President Putin to repeal this ban and allow American families to resume the adoption process. I hope you will join me in sponsoring this resolution. Thanking you in advance. |
