MEMORANDUM

Posted: February 1, 2013 02:59 PM
From: Representative Kate Harper
To: All House members
Subject: Delegates for Individual Fire Companies within One Relief

In the near future, I plan to introduce legislation amending Section 7416 of Title 35 (Health & Safety), by providing for the ability of two or more fire companies to send duly elected delegates to a statewide association or corporation meeting when each fire company belongs to a single relief association.

Under current law, only one delegate per fire relief may attend a relief meeting. Some of the needs of the individual fire companies may be dismissed or overlooked if one delegate from a certain fire company is representing all others.

Specifically, my proposal will declare: “when two or more fire companies share a relief association, each fire company may send a duly elected delegate to represent their individual company and each delegate may have their reasonable expenses of travel and maintenance paid for with relief funds.”

I am proposing this legislation on behalf of a constituent who is a fire chief in my district who received notice from the Auditor General’s office that current law does not allow for the sending of two delegates to a statewide firefighters meeting; therefore, the fire company had to reimburse the relief fund for one of the delegates. The chief was simply attempting to create equal representation between the two companies, since they are separate independently chartered fire companies.

My proposal will ensure that the needs and concerns of fire companies will be met with equal representation without the worry of payment for expenses incurred.

Please join me in sponsoring this much needed and timely legislation.
