Subject: Procurement reform Legislation
 
In the past, allegations of “pay to play” have caused many Pennsylvanians, including business owners who seek Commonwealth contracts, to question the integrity of the procurement process. Last session several Procurement Code bills were introduced aimed at making the procurement process more accountable, saving taxpayer dollars and making the operation of the Executive Branch more transparent.

I intend to reintroduce HB 107 from last session which passed the House unanimously. This proposal will prohibit a state employee from evaluating a contract proposal submitted by the employee’s former employer for a period of two years following the date of the employee’s termination with the former employer. The bill is designed to limit the undue influence that a former employer could have on a state employee who is in the position of making contract decisions.
